Actually, we already dropped from the third spot. Believe it or not, recent surveys have estimated that there are even more English speakers in India and China than those in the US and in the UK.
This issue is interesting because of the underlying philosophies involved. One of the main things we should consider is, why do we want to excel in the English language in the first place?
I don't think it's a case of simple economics. Being proficient in English doesn't really guarantee any economic boom, much like learning how to strum a guitar doesn't make you a rockstar. Yes, it is a stepping stone, but not necessarily an important one.
Japan immediately springs to mind. Although they live in one of the richest countries in the world, most Japanese can't even pronounce the word "English". Just like how one can be a member of the band without really knowing how to play instruments (i.e. some vocalists), it's also possible for a country to be prosperous without a firm fluency in the English language.
And so, why the hell do we want to excel in English in the first place?
Although I said it wasn't a case of simple economics, the answer to the question is actually a case of economics (albeit not so simple).
Many Filipinos have a very weird idea of attaining success: study hard and then get of the country. This somewhat unpatriotic view is the product of being raised with the mindset that the Philippines is a hellhole--no real success for anyone trying to get to the top. And in many cases, it really is.
Which posits the problem of language. Surely, it would be naive to think that you can attain success abroad without knowing how to read or write English like you were educated at some grammar school in Yorkshire. You have to talk the talk, so they say.
I have often heard many of my teachers lament the fact that our education is really based upon this reality. Our curriculum was created so that after graduation, we will be prepared to face the real world--which, we are unfortunately taught, resides a thousand miles beyond our country. We were prepared not so that we would be good Filipinos with decent jobs but so that we would be good Filipinos with decent jobs abroad.
"Oh really? I don't think so. I think you got it all wrong. There are many jobs here in the Philippines where proficiency in English is a must."
Yeah, right. Like I'd really want to be here in the Philippines ten years from now and see my children become fluent English speakers just so they can take calls from angry Americans asking why their cable went out. Sorry, as tempting as that may sound, I'll have to pass.
I think that we shouldn't take our low proficiency in English as a sign of our economic demise. Instead of finding ways of how to shove foreign grammar lessons into the heads of our youth, the Government should focus on how to improve our economic situation so that English won't be a necessity. I know it's idealistic in all, but we need to make the Philippines a better Filipino country. If there were enough jobs, enough opportunities for success here without the requirement of being able to write an impeccable essay in English or being able to deliver a speech that could give Shakespeare a run for his money, then I guess the need for learning a whole new other language wouldn't be a need anymore. Or to put it bluntly, why would I need to know how to cook risotto when all I want to do is eat some pizza?
You may think that I'm becoming a bit of a hypocrite; this lengthy response, after all, is in English. But don't get me wrong. I'm not bashing English or saying that it's worthless. Heck! I couldn't see myself being able to live a moment in my life without thinking in English.
But the truth is that I learned English not because I needed to. I didn't learn English because I wanted to spend the next years of my life doing jobs at an American law firm somewhere in California. I learned English because I wanted to. I learned English because I desired to.
And that, I suppose, is the best reason why we all should. Because for a very few reasons (this included), the want should rise above the need.
